For many Pakistanis, filing an income tax return feels harder than it is. The return is filed online on the FBR's IRIS portal, and for a salaried person with documents ready, the whole process can take under an hour. This step-by-step guide covers registration, the documents to gather, each part of the return, and how to make sure your withholding taxes — salary, bank, electricity, vehicle and property — are properly claimed so you appear on the Active Taxpayer List (ATL).
Before you start: Run your numbers first. Use our Salary Tax Calculator for salary income, or the relevant calculator for business, rent or freelance income, so you know your expected liability before you open IRIS.
Step 1 — Register on IRIS (If You Have Never Filed)
If this is your first return, register on FBR IRIS using your CNIC, mobile number and email. The portal sends verification codes to confirm both. On registration you receive your user ID (your CNIC number) and set a password and PIN — keep the PIN safe, because you need it to submit the return. If you were registered by an employer or a tax consultant in the past and do not know your credentials, use the IRIS password-recovery options or visit your Regional Tax Office rather than creating a duplicate profile.
Step 2 — Gather Your Documents
Filing is mostly data entry, so collect everything first: your annual salary certificate from your employer (showing gross salary and tax deducted); bank statements or certificates showing withholding on cash withdrawals, profit and transactions; electricity bills if tax was collected under Section 235; vehicle registration/tax documents for any 231B payments; property documents and challans for 236C/236K payments on any sale or purchase; rental income records and Section 155 certificates if you are a landlord; and statements for any business, freelance or investment income. Having the figures ready is what makes the difference between a 40-minute filing and a weekend of frustration.
Step 3 — Fill the Return Form
Log in to IRIS, open the income tax return for the relevant tax year, and complete it section by section. Salaried users enter total salary and the tax already deducted by the employer; the portal computes the slab tax automatically using the year's rates — the same slabs explained in our salary tax 2026-27 guide. Add every other head of income you have: business, rent, capital gains, bank profit and other sources. Then enter all advance/withholding taxes you have paid during the year in the adjustable taxes section — this is where the certificates from Step 2 turn into credits that reduce what you owe.
Step 4 — Complete the Wealth Statement
Individuals must also file a wealth statement (Section 116) with the return: your assets (property, vehicles, bank balances, investments), liabilities, and personal expenses for the year, reconciled with your income. The reconciliation matters — your wealth should not grow by more than your declared income and other explained receipts. First-time filers should take care to declare opening assets honestly in the first wealth statement, because every later year builds on it.
Step 5 — Verify, Pay Any Balance and Submit
Review the computation: total tax, minus withholding credits, equals the balance payable (or refund). If a balance is payable, generate the PSID, pay it through a bank, ATM or mobile banking, and let the payment reflect in IRIS. Then submit the return with your PIN and keep the acknowledgment. After submission, your name should appear on the ATL after the FBR updates the list — check it using the methods in our ATL status guide. Filing is not complete until you have the acknowledgment and, ideally, ATL confirmation.
Deadlines and Late Filing
The standard deadline for individuals and AOPs is 30 September following the tax year, unless the FBR announces an extension. Filing late is still far better than not filing: a late filer can be restored to the ATL but usually pays a surcharge, and until restoration, higher non-filer withholding rates apply to banking, vehicles and property. If you missed earlier years, file the outstanding returns as well — each year is a separate return.
Key Takeaways
- Returns are filed online on FBR IRIS; first-time users register with CNIC, mobile and email.
- The annual salary certificate and withholding certificates are the documents that matter most.
- Every advance tax you paid — salary, bank, electricity, property, vehicle — is a credit; enter them all.
- Individuals must also file the wealth statement and reconcile it with income.
- File by 30 September (or the announced extension) to stay on the ATL without surcharge.
Frequently Asked Questions
I am salaried and my employer already deducts tax. Do I still need to file?
Yes. Employer deduction is withholding, not the return itself. Filing is what puts you on the ATL, lets you claim any excess deduction, and is legally required above the taxable threshold.
What if my total income is below the taxable limit?
You may still file a return voluntarily — and should, if you want ATL status and its lower withholding rates on banking, property and vehicles.
Can I revise a return after submitting it?
Yes, IRIS allows a revised return subject to the conditions in the Ordinance. Correct genuine mistakes promptly and keep the documentation for the change.
How long does ATL status take to appear?
The FBR updates the ATL periodically after returns are processed. If your return is submitted and acknowledged but your name does not appear after the next update, verify your CNIC details in IRIS or contact the FBR helpline.
Common IRIS Problems — and How to Fix Them
A few issues catch first-time filers every year. If IRIS shows the wrong mobile number for verification codes, update your profile data through the portal or your tax office before filing week — codes go to the registered number only. If your employer's deducted tax does not appear in the withholding data, you can still claim it manually against your salary certificate; the FBR reconciles employer filings later. A return stuck in draft is not filed: only the submitted acknowledgment counts, and the ATL update reads submitted returns. If the portal slows down near the deadline — it does, every year — file in the first half of September rather than the last two days, and remember that an announced extension changes the legal deadline but not the wisdom of filing early.
After Filing — Records, Notices and the Next Year
Keep a filing folder (digital is fine) with the submitted return PDF, the acknowledgment, the wealth statement and every withholding certificate for the year. If the FBR selects your return for audit or sends a notice asking for explanation, these documents are your answer — most notices for salaried and small filers are resolved by simply producing the certificates that back the figures claimed. Finally, treat filing as an annual cycle: through the year, collect every challan, bank certificate and bill with a tax line, and next year's return becomes a data-entry exercise instead of an investigation.
